Cambodia Seeks ICJ Intervention to Resolve Long-Standing Border Dispute with Thailand
Phnom Penh, Cambodia – In a significant move to de-escalate tensions and find a definitive resolution, Cambodia has formally requested the International Court of Justice (ICJ) to intervene in its protracted border dispute with Thailand. The request comes after a recent escalation in the long-running disagreement, prompting both Southeast Asian nations to mobilise troops along their shared border.
The border dispute, rooted in historical ambiguities and differing interpretations of treaties, has been a recurring source of friction between the two countries for decades. While periods of relative calm have occurred, recent incidents have highlighted the urgency of finding a lasting solution.
The recent flare-up involved increased military presence and heightened alert levels on both sides of the border. Diplomatic efforts to diffuse the situation proved insufficient, leading the Cambodian government to pursue legal recourse through the ICJ, the principal judicial organ of the United Nations.
“We believe that the ICJ is the most appropriate forum to settle this dispute peacefully and in accordance with international law,” stated a Cambodian government spokesperson. “Our aim is to achieve a clear and legally binding demarcation of the border, ensuring stability and preventing future conflicts.”
The ICJ has previously played a role in resolving border disputes. In 1962, the Court ruled on a dispute between Cambodia and Thailand concerning the Preah Vihear Temple, a UNESCO World Heritage site. However, the current dispute is broader, encompassing a significant stretch of the border and involving overlapping claims to territory.
Thailand has yet to formally respond to Cambodia’s request for ICJ intervention. However, analysts suggest that while Thailand may prefer bilateral negotiations, the gravity of the situation and the potential for further escalation may make the ICJ a viable option. The Thai government is expected to consult with legal experts before announcing its position.
The move by Cambodia underscores the country's commitment to peaceful resolution of international disputes and its willingness to utilise international legal mechanisms to protect its sovereignty.
